My friends and I have a private server, we adjusted the purge settings after the patch hit and we rebooted the server. We are all in a clan, and we set the purge triggers at the lowest activity level, set the difficulty at 1, and maxed out the frequency meter. I had a very similar issue (in singleplayer) - purge meter reached 100% but never triggered. After a couple of days of constant stress about leaving my base for long periods I tried admin commands. StartPlayerPurge emptied the bar but nothing else happened.
